Game Incident Reports (GIRs)

A Game Incident Report (GIR) is a reporting tool submitted by a Referee to alert the league of an incident that may require further discipline in the form of game suspensions. Please remember it is not our role as officials to assess suspensions. Our role is to make the appropriate call during the game and to provide a detailed report of any incident to the league incident coordinators for review.

All Game Incident Reports all provincial level leagues of hockey under Hockey New Brunswick MUST be submitted through NBHOA Goalline.

Please speak with your association RIC to learn if your GIRs need to be submitted through Goalline or directly by email.

You MUST complete your GIR within 12 hours after the game.

League Incident Coordinators must communicate any possible suspensions to coaches before the team plays again. That’s why it is so important for us to make sure we submit our GIRs as soon as possible following a game.

 Game Incident Report (GIR) Procedure

1. Make the Call On The Ice
Make your call on the ice and report it to the timekeeper as per the normal penalty procedure.

2. Mark It On The Game Sheet
After the game, you must review the game sheet and make sure that the penalty has been recorded correctly.

  • Is the right penalty listed? 
  • If a major penalty, is the game misconduct also listed?
  • Is the right player information listed? 
  • Have you indicated on the game sheet that there will be a game incident report to follow?

We recommend you take a picture of the game sheet to review when filling out your GIR.

***Reminder: We DO NOT submit a GIR for 10-minute Misconducts. That is collected by the leagues from the game sheets.***

3. Text Your Zone/Local Incident Co-ordinator
You must TEXT your Zone/Local GIR Coordinator to let them know to expect a report within 12hrs or SOONER. Please also TEXT them a picture of the game sheet. Contact information should be listed in the officials’ dressing room, or check with your local RIC for the appropriate contact. 

4. Login To Your NBHOA Goalline Account
Go to the login page and use your email and password to access your NBHOA Goalline account. If you have issues accessing your account see our help guides here.

4. Click “Create Incident Report”
Once you are logged into your account, select “Create Incident Report” from the left-hand sidebar.

5. Fill Out Game Incident Report

Date Game Date
Time Time of the Game
League Please select the league as listed on the game sheet. If you are unsure, please confirm this information with your RIC/assignor. This information is used to send automated emails when the GIR is submitted, so it is important this information is correct.
Home Team/Visiting Team Please ensure you recorded the team names correctly.
Home Coach/Visiting Coach Please list the head coaches as listed on the game sheet for both teams.
Game Location Select the venue from the list.
Referee Please list your name. If there were two referee’s on the game please enter both names here.

Phone List your contact number #
Linesman/Phone: Please list the full names and contact numbers for the linespeople on the game with you.

 

Penalty Summary

Player/Coach Please list the full name as listed on the game sheet of the player/coach who received the penalty
Team Select Home or Visiting
No. If the penalty is on a player, please select their jersey #. If it is on a coach, leave it listed as 1
Period Please select the period the penalty happened in
Minutes/Seconds Many leagues record the times different (clock time vs time out of the period) be sure the time we report is the TIME REMAINING IN THE PERIOD. Check with the timekeeper to ensure you are right, if you are unsure make note of the clock time in your riot pad. Please do not sign a game sheet until you have it correct.
Penalty Please list the name of the penalty. For example, “Checking From Behind”
Rule Reference You must list the appropriate Hockey Canada rule book reference. This should include section number, rule number and sub-section. For example, Checking From Behind would be 6.4(a). Section 4 in the Hockey Canada rule book should not be used on GIRs as this is a section defining terminology, not describing the situations when rules apply.
Recorded Properly on Gamesheet? If there are any issues with the game sheet, please select “No”. If you do select “No”, please ensure you explain the issue in your report.
Injury? Please remember that we are not medical professionals and should not provide detailed views of what we believe the injuries to a player may have been. For our purposes, injury is defined as a player having to leave the ice after an incident due to a suspected injury. You should make a note in your report if the player was able to return to play later in the game, but you should not offer an assessment of their injury.

Referees Report

  • Your report should offer an explanation of what occurred in the game leading up to the penalty call.
  • Please ensure to include any information that may have led up to this penalty call (for example, did the player/coach receive a 2 minute unsportsmanlike earlier in the game that lead you to choose a stricter penalty for this penalty).
  • Please provide a detailed description of any verbal exchanges that may have occurred. If profanity, vulgar or discriminatory language was used, please list these in “quotations”. If you are uncomfortable submitting such language on your GIR, you may also add asterisks (*) within the words as well. We understand that this may be an unsettling experience to list words/language you are not comfortable with, but it is important to ensure these exchanges are recorded.
  • Do not guess or assume any information.
  • If feedback/information was provided by another official (referee, linesperson, timekeeper, etc.) please make sure you indicate in your report where you received that feedback/information.

6. Click Submit
Once you have double-checked your report, please hit the “Submit” button. You should receive a copy of the Game Incident Report automatically to the email address you have listed for your NBHOA Goalline account.

Notes:

  • When reporting a GIR for a penalty that has a Game Misconduct, please only quote the rule reference for the infraction. The GIR should be 2 lines.
  • Any Game Misconduct penalty should list the rule that it was assessed for. Please DO NOT report the Game Misc as 4.6(b), we do not use 4.6 for reporting, it only describes what the game misconduct is. If the Game Misc call is in the last 10min, DO NOT report the Game Misc as 4.6(c), we don’t report that. That is for the league and coach to know, they will gather that from the game sheet.

Frequently Asked Questions

How Do I See GIRs I Have Submitted Previously?
In your NBHOA Goalline account, you can select “View Incident Reports” from the left-hand sidebar to see the incident reports you have submitted previously.

What If The Game Location/League Isn’t Listed?
